School Start/End Time Study

  • BusDropOff After months of research, task force meetings, public discussions and community input, the Edina School Board approved a plan for school start and end times at its Jan. 9, 2017 meeting. Following numerous public comments from parents, students and staff, the Board discussed the options presented and ultimately rejected district administration’s recommendation on a 5-2 vote. The Board then created and approved what it called a “modified white option,” based on a plan offered as an alternative to the administration’s recommended plan.

The Board’s plan was similar to the current three-tier transportation model and aligned with the administration’s recommendation to shorten the middle school day to match the length of the high school day. It also adjusted all school times to ensure more realistic run times for bus transportation. However, with the Board’s approved plan, two elementary schools were moved to new tiers next year: Creek Valley moved from Tier 3 to Tier 1, and Concord moved from Tier 2 to Tier 3.

In February, recognizing that the 2017-18 school start/end times plan approved by the School Board was not included in the initial options presented, the board supported a request by district administration to conduct a review of the approved plan as it related to the Creek Valley Elementary community. The administration made its request at the Feb. 6 work session, seeking board direction to assess and explore the unique impacts of the plan for Creek Valley.

Administration conducted its review over the next two weeks, including listening sessions, an online survey and an operational feasibility study. On Monday, Feb. 27, the School Board approved administration's recommendation to revise the 2017-18 school start/end times plan, moving Creek Valley Elementary to Tier 3, aligning it with the four other elementary sites with a 9:25 a.m. start time and 4 p.m. end time for the coming school year.

The board committed to further study of school start and end times to be presented for the 2018-19 school year and beyond.

    REVISED 2017-18 SCHOOL START/END TIMES

    * Note that exact start and end times may be adjusted by a few minutes once administration runs new bus routes per the approved plan and considers additional efficiencies as available.
