Students

Edina Public Schools provides a comprehensive special education program for students with disabilities. Services are provided to students who range in age from birth through age 21.

Most students receive services in their neighborhood school and when possible in their regular class setting. At times, students may encounter challenges in their learning. Edina’s Department of Student Support Services partners with teachers and parents to identify those challenges. When an educational disability is discovered, we act upon the factors that lend support to child, family and teacher as we cross that hurdle together. 

What is Special Education?

Under the Individuals with Disabilities Education Act (IDEA), special education means: Specially designed instruction, at no cost to parents, to meet the unique needs of a child with a disability."

Children who receive special education and related services are entitled to a free and appropriate public education (FAPE). This includes opportunities to participate in the school’s general curriculum and to make progress towards meeting annual goals. Children who receive special education must also have opportunities to take part in other typical school activities that are appropriate to their individual needs.

In Minnesota, schools are required to serve eligible children from birth until the age of 21, or graduation from high school, whichever comes first. Services are provided by licensed personnel and include special teaching, materials, and techniques.

Special Education Referral and Evaluation

Children may be eligible for special education services at birth. Identification of school-age children is usually based on the child’s performance in school.
