Non-Resident Families

Complete Section 1 of the Statewide Enrollment Options Form and return to the Student Enrollment Center via email or mail at:

An application must be completed for each student. The parent/guardian address section must contain an address in the state of Minnesota.

Please note the information contained within Policy 510 concerning admission. (This policy can be accessed on the District Policy Manual page.) Open Enrollment legislation requires that you discuss your reason(s) for leaving with an assigned staff person in the school your student is currently attending. Usually this is with a counselor or principal.

Applications are approved on a space-available basis. Application priority is given to:

1. Currently Enrolled Students
2. Intra-district Transfer Requests
3. Staff Siblings
4. Siblings Integration and Achievement
5. Siblings
6. Staff 
7. Integration and Achievement Plan Students
8. Student is resident of the City of Edina
9. Open Enrollment

If more applications than available seats at a specific grade level are received, a lottery will be held. Lotteries, if necessary, will be conducted for each window:

• Window #1 - Applications received by January 15.
• Window #2 - Applications received between January 16 and March 14.
• Window #3 - Applications received between March 15 and April 11.
• Window #4 - Applications received between April 12 and May 19.
• Window #5 - Applications received between May 20 and July 25.

Applications are looked at individually by grade and not by family. There is the possibility that not all students in the same family will be approved.

The Statewide Enrollment Options application process is governed by the Minnesota Department of Education Enrollment Options Program (Minnesota Statute § 124D.03) and school board policy.

Approved students who enroll do not need to reapply in subsequent years. Applications do need to be completed for siblings not currently attending.

Copies of approved applications are mailed to the Enrollment Options office of the resident district by March 15 or 15 days after the Enrollment Deadline date (see timeline above).
